史上最大改革！澳洲这个地区每户4个垃圾桶！！46个地方议会正式实施（组图）

史上最大规模改革~

自从中国停止进口“洋垃圾”之后，维州就一直在为处理垃圾的事犯愁。

为了减少垃圾量，昨天，维州政府宣布：

要进行维州史上

“最大规模的垃圾回收改革”！

改革的两大重点就是：

1、实行4个垃圾桶的垃圾分类制度

2、推出容器回收计划

这两项内容，一个会让大家多花钱，一个能让大家赚钱。我们分别来说。

一、4个垃圾桶的垃圾分类制度

维州政府计划，

在目前红色、绿色、黄色垃圾桶的基础上，

再增加一个紫色垃圾桶

增加之后，4个垃圾桶的分类如下：

• 紫色垃圾桶：回收玻璃

• 红色垃圾桶：回收一般的家庭垃圾

• 黄色垃圾桶：回收塑料、金属、纸张

• 绿色垃圾桶：回收食物残渣和园艺有机垃圾

从明年起，

维州46个council的100万户维州家庭

都将会有4个垃圾桶

这46个council分别是：

• Ararat Rural City Council

• Ballarat City Council

• Banyule City Council

• Bayside City Council

• Boroondara City Council

• Buloke Shire Council

• Campaspe Shire Council

• Cardinia Shire Council

• Colac Otway Shire Council

• Corangamite Shire Council

• Frankston City Council

• Glen Eira City Council

• Glenelg Shire Council

• Greater Dandenong

• Greater Geelong City Council

• Hepburn Shire Council

• Hindmarsh Shire Council

• Hobsons Bay City Council

• Horsham Rural City Council

• Hume City Council

• Kingston City Council

• Knox City Council

• Latrobe City Council

• Loddon Shire Council

• Manningham City Council

• Mansfield Shire Council

• Maribyrnong City Council

• Melton City Council

• Mitchell Shire Council

• Moira Shire Council

• Moonee Valley City Council

• Mornington Peninsula Shire Council

到2030年，这个制度将推广到各个council。

所有维州家庭都将拥有4个垃圾桶。

维州政府将通过可持续基金为新垃圾桶的推出提供1.29亿澳元的资金。

紫色垃圾桶将会免费分发，居民们不需要花钱购买但是，增加了一个垃圾桶之后，council的市政费可能也会相应提高。

至于为什么要增加一个紫色的垃圾桶，是因为：

在2000年至2018年，维州居民产生的垃圾量从740万吨增加到了1340万吨。

18年翻了一番！

而根据Infrastructure Victoria的一份报告，

在维州居民产生的垃圾中，

碎玻璃是占比最大的种类之一。

所以才有了这个专门回收玻璃的紫色垃圾桶。

回收上来之后进行再利用，就能减少扔进垃圾场的垃圾量。

维州政府希望：通过这样的改革，在未来10年，把垃圾量减少80%！

值得一提的是，其实早在这之前，维州就有很多council实行了4个垃圾桶的政策。

前段时间，Boroondara Council和Hobsons Bay Council也刚刚推出了4个垃圾桶，同时还把垃圾回收的频率改为了每两周一次。

很多居民都担心这样会导致垃圾堆积，产生恶臭，反而污染环境。

对此，维州州长表示，不会强制规定council收垃圾的频率，具体的细节还需要商量。

二、容器回收计划（container deposit scheme）

这个计划简单来说就是：鼓励大家多回收废旧瓶子，塑料瓶玻璃瓶都可以。

回收之后把瓶子放到指定回收点，就可以换钱。每个瓶子10¢（数额待定）。

这样一来，不仅能大大提高各种瓶子的回收再利用，还能让大家赚点零花钱。

在此之前，澳洲其他州和领地都已经实行了类似的计划，只有维州没有。

维州州长表示，现在是时候了。

在2023年之前，维州的“容器回收计划”也会正式上线。但是具体的细节，维州政府还没有公布。

比如回收点设置在哪里，一个瓶子多少钱等等。另外，奖励大家的钱从哪出，会不会因此提高垃圾费（landfill levy），这个也不确定。

唯一确定的是，明年开始要搞4个垃圾桶了。
